2017/2018 #CrimeStats released.

Cape Town, Tuesday 11 September 2018: The Minister of Police, Mr Bheki Cele, MP today presented the 2017/2018 crime statistics to the Portfolio Committee on Police, and thereafter hosted a media briefing in Parliament together with the National Commissioner of the South African Police Service, General Khehla Sitole.

The crime statistics presented are for the twelve month period, 1 April 2017 to 31 March 2018 and encompasses two broad categories of crime, ie 17 Community-Reported Serious Crimes and four Crimes Dependent on Police Action.

The 17 Community-Reported Serious Crimes are further broken down into four categories being Contact Crimes, Contact Related Crimes, Property Related Crimes and Other Serious Crimes. These are further sub-divided into sub-categories. The four Crimes Detected as a Result of Police Action are Illegal Possession of Firearm and Ammunition, Drug Related Crimes, Driving Under the Influence of Alcohol and Drugs and Sexual Offences Detected as a Result of Police Action.

Over the past financial year, between 2016/2017 and 2017/2018 the following decreases were experienced across the 17 Community-Reported Serious Crimes:
• Contact Crimes decreased by 1.1%
• Contact Related Crimes decreased by 4.4% • Property Related Crimes decreased by 6.0% • Other Serious Crime decreased by 6.6%.

Under Contact Crimes, the following was recorded between the 2016/2017 and 2017/2018 financial years:
• Murder increased by 6.9%
• Attempted murder increased by 0.2%
• Robbery with aggravating circumstances decreased by 1.8% • Common robbery decreased by 5.0% • Rape increased by 0.5% • Sexual assault increased by 8.2% • Assault with intent to inflict grievous bodily harm decreased by 1.9% • Common assault decreased by 0.1%

The trio crimes of carjacking, robbery at residential premises and robbery at non-residential premises resort under the contact crime Robbery with Aggravating Circumstances. Between the 2016/2017 and 2017/2018 financial years, the following was recorded:
• Carjacking decreased by 2.3%
• Robbery at residential premises decreased by 0.4% • Robbery at non-residential premises decreased by 3.1%.

Under Contact Related Crimes, the following was recorded between the 2016/2017 and 2017/2018 financial years:
• Arson decreased by 10.5%
• Malicious damage to property decreased by 4.2%

In terms of Property-Related Crime, the following was recorded between the 2016/2017 and 2017/2018 financial years:
• Burglary at non-residential premises decreased by 5.8% • Burglary at residential premises decreased by 7.5% • Theft of motor vehicle and motorcycle decreased by 5.0% • Theft out of or from motor vehicle decreased by 6.5% • Stock theft increased by 7.2%

A comparison of the past two financial years, 2016/2017 and 2017/2018, in terms of Other Serious Crime revealed the following:
• All theft note mentioned elsewhere decreased by 7.8% • Commercial crime decreased by 0.4% • Shoplifting decreased by 7.8%

In terms of the second broad category, Crime Detected as a Result of Police Action are crimes usually not reported to the police but detected as a result of the deployment of law enforcement personnel and the employment of intelligence. The crime is usually recorded after the apprehension of suspects in connection with the illegal possession of firearms and ammunition, drug-related crimes, driving under the influence of alcohol and/or drugs and sexual offences detected as a result of police action. It should be noted, that an increase in theses sub-categories is directly linked with police action.

A comparison of the past two financial years, 2016/2017 and 2017/2018, in terms of Crimes Detected as a Result of Police Action revealed the following:
• Illegal possession of firearms and ammunition increased by 8.8% • Drug-related crime increased by 10.5% • Driving under the influence of alcohol or drugs increased by 14.8% • Sexual offences detected as a result of police action increased by 8.7%

The above is a broad overview of the crime statistics presented.

The crime statistics are available on the website of the South African Police Service – www.saps.gov.za.

Appeal for community assistance to avert gate-motor thefts

Police have noted with concern the spike on theft of the (gate-motors) in parts of Cambridge policing precinct.

Police would want to believe that there are people perpetrating this spate of property theft. It is also our responsibility to educate the members of the community to practice proactive measures to prevent this crime.

We further urge our partners against crime like, private security companies, neighbourhood watches and community police forum members to assist us during their patrols. They need to be extra cautious as the theft of (gate-motors) also has a potential to leave homes vulnerable to other elements of crime.

We have intensified our patrols and visibility in the affected areas. We appeal to the members of the public not to buy these stolen (gate-motors). Registered second hand goods dealers must exercise caution and observe compliance when buying (gate-motors) and any other second hand goods as non-compliance is punishable by law.

Let us not buy these second hand (gate-motors), instead let’s report such conduct to the nearest police station. Buying stolen property creates a market for crime and constitutes a criminal offence that is punishable by the State.

Police will arrest the buyers and sellers of stolen goods. Any person with information about the perpetrators of this crime to contact the Cambridge police station at 043 709 7500 or Crime Stop number on 08600 10111.

Alleged CIT robber shot dead during heist #TrioCrimes

A suspected robber was shot dead and firearms recovered following a cash in transit robbery in Florida, west of Gauteng this afternoon.
Shortly after midday today a security guard was collecting money at a service station in Florida when he was confronted by two armed men and robbed of an undisclosed amount of cash as well as his firearm.
Suspects shot a tyre of the CIT vehicle before fleeing. At least four suspects are reported to have fled from the scene in a light delivery vehicle. The suspects’ vehicle was immediately circulated.
A short while later the suspects’ getaway vehicle was spotted in Dobsonville by Metro Police which resulted in a high speed chase and a shootout. A local SAPS vehicle which was also patrolling the area assisted the Metro police officers.
One suspect was shot and killed. An AK-47 rifle and three pistols were recovered. The other three suspects escaped, but investigations to track them are underway.

Continuous unconfirmed social media postings a growing concern

The South African Police Service has noted with great concern the recent spike in video clips on various social media platforms which in recent times have depicted cases of child kidnappings and abduction. The police have, since these postings started going viral, been trying to confirm if those depictions did or did not occur in any part of South Africa. To this day, there is no evidence that suggests firstly, that these incidents happened in South Africa and secondly, that these incidents are actually legitimate.
By now, besides reporting this to the police, one would have expected at least a family would have come forward to publicly confirm at least one of those videos to be legitimate. Secondly the police will never know that these incidents really happened if they are not officially reported. Therefore the only reasonable conclusion we can draw from this is that these videos are hoaxes. Some of these videos might even be re-enactments as they are conveniently taken in a way that neither the location nor any other can be ascertained.
We are appealing to social media users to act responsibly and verify information before posting sharing, as such postings do nothing more than cause unnecessary panic and paranoia among our communities. Social media, when utilized responsibly, is an important communication platform that assists the police in combatting crime and arresting criminals.
The South African Police Service assures the community that continuous awareness and educational talks on the safety of our children are done at various institutions including schools.
While the recent social media postings remain unconfirmed, it is a reality that children do go missing. Therefore, parents and guardians are urged to exercise vigilance at all times.
An urgent appeal is made to people in instances where they suspect a crime may have been committed or anything suspicious has occurred to contact the police first to verify such information. In cases where children are involved, the Family Violence Child Protection and Sexual Offences Unit (FCS) may be contacted as well as the sector manager of a particular area. Discuss your concerns and let us together make informed decisions before posting on social media. Members of the community may call the police’s Crime Stop number, 08600 10111 and all information received will be treated with the strictest confidentiality.

Soweto policeman shot in early hours of this morning #PoliceKillings

A police constable from Protea Glen police station was shot and wounded while conducting a routine vehicle check in Protea Glen, Soweto.

At approximately 02:00 this morning two members of the Protea Glen police station ordered a driver of a sedan to stop at Impala Road close to the N12 on-ramp in Protea Glen, Soweto.

As they were approaching the sedan, unknown occupants travelling in a blue light delivery vehicle fired shots at the police officers and fled.

A constable sustained wounds to his lower abdomen and legs. The second member escaped unscathed. The wounded member is currently in hospital in a stable condition.

The National Commissioner of Police, General Khehla John Sitole has wished the wounded member a speedy recovery and has also directed that the 72 hour Activation Plan be implemented in an effort to speedily identify and arrest those responsible.

A week ago the SAPS management came together at the Union Buildings in Pretoria to commemorate the murder of 29 police officers in the line of duty where the Minister of Police pronounced that attacks on police will be treated even more seriously in future with such perpetrators “never seeing the light of day again”. Just last week a cop killer was sentenced to life imprisonment in the Northern Cape Province. Despite this, attacks on police continue unabated.

The motive for the shooting this morning has not been established and no arrests have yet been made.
