1. Project Background and Description
NOTICE OF ELECTRONIC COMMUNICATIONS NETWORK UPGRADE IN YOUR AREA / ENTRY UPON LAND
Kindly note that Openserve is a division of Telkom SA SOC Limited (“Openserve”). Telkom SA SOC Limited is the holder of an Electronic Communications Network Services licence. Openserve provides electronic communications service providers in South Africa with innovative and sustainable network services today, and in the future.
We are pleased to inform you that Openserve is currently in the process of upgrading its electronic communications network in your area with optic fibre to enable service providers to offer fibre based services in your area.

Openserve has enlisted the services of its agent, namely Huawei Technologies to perform the network upgrade and our agent will require access to your property for this purpose. Your co-operation in this regard will be appreciated.
Benefits of an Open Access Network Infrastructure Upgrade
As an open access connectivity provider, Openserve makes its access services available to all Internet Service Providers (ISPs) and other electronic communications service providers.
Once homes in the property are connected to the Openserve fibre network, residents are provided with the freedom to choose any participating ISP or service provider for their internet, access or other electronic communications services requirements.
Further benefits include the following:
1. Where applicable, services previously provided over the Openserve Digital Subscriber Line (DSL) network can be upgraded to fibre based services over the new Openserve open access network.
2. Increased likelihood of an improvement in property values.
3. Access to an advanced network using the latest technology.
Openserve strives to connect the homes in your property to enable your residents to order services from their preferred ISP / service provider. A list of ISPs / service providers who make use of our access services is set out on our website at www.openserve.co.za/fibre.

2. Project Scope
Project time lines
Work will commence on or around the 01 July 2019 and will take approximately 60 days to complete.
Communication letters will be hand delivered the week of the 25 – 30 June 2019. It would preferred engage with the home owner, in order to obtain contact details.
Area to be covered in the Heldervue area will be divided in five sub-areas
1. AREA 1 – STREET BOUNDRIES
Compacta street, Cynaroides street, Buddeleia street, Abeila street, Acacia street, Amaryllis street, Aster Street, Begonia Street, Babiana Street, Barberton Street, Balsam Street and Aster street.
2. AREA 2 – STREET BOUNDRIES
Gardenia Street, Remhoogte road, Schoongelegen road, Aristate Street, Dianthus Street, Dombeya Street, Acacia street, Edelweiss Street, Frangipani Street, Floribunda Street, Compactus Street and Delphinium Street.
3. AREA 1 – STREET BOUNDRIES.
Laurel Street, Lourier street, Abelia street, Primula Street, Lily Street, Lantana Street, Karee Street, Jasmine StreetLbella Street, Magnolia Street, Oleander Street, Oxalis Street, Prunus Street, Pittosporum Street and Plumbago Street.
4. AREA 1 – STREET BOUNDRIES
Dianthus Street, Main Road, Kirkia Street, Hibiscus Street, Ixia Street, Gardenia Street, Fiscus Street, Fuschia Street, Frangipani Street and Sesbania Street
5. AREA 1 – STREET BOUNDRIES.
Arlington Crescent, Harewood Avenue, Leccino Terrace, Rupert Avenue, Companje Road, Waveren Road, Helderspruit Road and Almond Drive
The following Principals will be applied whilst executing the build of the FTTH Sites
1. All existing Telkom SA underground ducts, Pipes and manhole infra-structure will be used. Therefore, minimum disruption to the home owners.
2. We will be erecting the new aerial fibre cable using the existing poles on the home owners property
3. New Poles may need to be plant but we will discuss the home owners prior to proceeding with this work.
4. Where we need to do some excavation work all reinstatement work will be left in the same condition if not better.
5. We will be required to setup a small site camp for purpose of storing some material, toilet facilities etc etc…..
3. High level points to ensure we manage any security concerns
Huawei / Openserve will ensure the following is in place
We are aware of the security concerns the residence have in the areas we function in and therefore, we ensure proper communication is in place.
The following action will be implemented prior to us starting any work
1.0 Communication Channels are setup with the HOME OWNERS ASSOCIATION.
2.0 Communication Channels are setup with the district watch / neighbor watch groups
3.0 All staff will be clearly identified as being part of the build team by means of Identification cards, reflector vests with the Company logo.
4.0 Team leaders are permanently on site 24 /7 and there contact details will be shared with the relevant parties.
5.0 The letter that we will be delivering will have the contact details and email addresses of both the Openserve and Huawei representative
The following agencies will be supporting the project
1.0 Local Municipality
Wayleaves will be issued for Road, Water and Power reticulation
Will manage the interface between council and the project team on site
Home Owners association
To assist with any additional communication with the home owners in order to allow for quick and effective execution of the project.
To assist with access into properties when and where it is required if we have any issues.
