The High Court in Cape Town has granted the City a final interdict preventing the Cape Town Minstrel Carnival Association from hosting events at any City-owned facility without first complying with applicable regulations and the law. The interdict also applies to the Cape Cultural Carnival and Events Committee and their member troupes. The City’s JP Smith says the two organisations have to pay their costs related to the case. Smith says they approached the court last month after the association and its troupes forced their way into the Belhar sports ground in January to hold an illegal event without obtaining prior approval. “We are very happy with the court granting the final interdict against the CTMCA and its associates as well as the cost order. Had the organisation gone through the right channels we would not have been forced to go to court. But their continued disregard for both national legislation and local bylaws forced our hand as it was a blemish on the Minstrel fraternity, who we otherwise have a very good relationship with. And also put at risk the lives of the troupes and spectators attending these illegal events.”
