Watch: Archbishop Emeritus Desmond Tutu has cast his special vote at his Cape Town home. About 770 thousand eligible voters are casting special votes across the country today and tomorrow. 65 thousand people have registered for special votes in the Western Cape. The votes cater for those who cannot make it to the polls on Wednesday such as, the elderly, IEC staff and public servants.
